Upgrade iPhone apps to universal and iPad friendly apps

I have two iPhone apps built on the same code (one has less features than the other) that I would like to upgrade to make them universal. Here are the details of what I need:
Make the app a universal app that recognizes when its being run on an iPhone versus an iPad
The ipad screen will include one screen of the iPhone app on top and the other on the bottom
The screen should work in landscape and portrait
The settings will be a button in the corner that gives you a popup with the settings option (right now it has its own tab/screen)
There will be only 1 info button instead of 2
Functionality will not change, but i will move around the buttons and the wheel, etc...
Also in addition to the above, what would be the extra cost to make the app international with localization? So we can have a French and Italian version?
