URGENT! Admin Panel Needed (php/mysql). & code cleaning

I am in need of an administration panel for my software.
The software is finished and running 100% perfect since over 6 months. What I need in this project:
1) Administration Panel

There is a mysql database where data is stored in it. What I need is an admin panel for all this data so the admin of the site can see user registrations, user accounts, details, records etc etc (just all the data which is stored there - around 20 mysql tables) from the database and edit them. or add a new user account etc. also some double account / fraud checking routine should be implemented (i have the mysql code for it already).
Further there are many settings which are right now hardcoded and need to be adjusted so the admin can change the settings in the admin panel you create in point 1)
2) Code cleaning

The code was written over several months and is working perfectly. I do not need any new coding. What I need you to do is to take the php/mysql part further apart from the design part of the sites that the php code can be encoded with zend laters on and the clients still can edit the look and feel of the website by templates (some pages are already templated - around 50 pages are left).
There is NO ESCROW payment made as I made here a couple of times already very bad experiences. Payment is upon delivery instantly.
This work MUST BE FINISHED UNTIL FRIDAY, 9TH OR APRIL 2010. Therefore please only bid when you have enough time to finish this task until then. For an experienced php/mysql programmer this should not take more then 1 - max. 2 days.
