Drupal Website from PSD template and user log in option

I need a Drupal website created from an already designed PSD template. This website will contain approximately 20 pages of which only 3-5 types will differ (the text will go in similar places though). Most of the pages will look the same. It will have a drop down navigation bar at the top and a navigation/links area on the left. Each page will be divided into two/three columns of text. Pretty standard website type. I will not need you to input all the text. I will only ask you to do it for the first 5 pages once you create the CMS so that I have a sample of it done correctly.
There is one extra feature we need for the website. Users that we assign a login username and password need to be able to sign in on the home page to access their personal webpage filled with links and content that we will create in the future. I am not sure if Drupal allows this or if some other code needs to be put in. I need a database set up for this as well and for you to show me how to add users. This is a must feature for the website.
I use hostmonster for hosting so any open source programs they offer (and its a lot) you are welcome to use/install, however, I would really prefer to do this on Drupal CMS.
Please don’t reply if you dont have a portfolio with Drupal projects. I would also like someone who has positive feedback in similar work. I would prefer to get this project completed under $ 1000.00
