Social network: facebook but not as complex

I am looking for someone to create a social network site for me. I have used facebook as an example - I'm not looking to have such depth to my project, no apps just some of the more basic features so not a facebook copy.
I'd like the basic features, such as profile creation, browse, upload photos, comments, photo comments, messaging, friend adding, news feed, likes, tagging, privacy options, gifts etc etc and maybe a couple features I've missed out, the basics that make up a social network mainly.
I have a design/layout already created so the script would just need to be put into place.
If modifying an existing social network/facebook script will keep the cost down, as long as it can be adjusted to fit all my needs I am happy to go with that.
The site MUST be secure and be able to handle a high volume of users.
I would very much like you to have successfully worked on previous projects like this and be able to offer me examples/portfolio.
Understanding my project/needs is a must, if you can show me that you do understand my project it will give me confidence to work with you, knowing we both know the end goal.

A Small Social Network
h the script and google maps integrated only, you don't have to worry to much about the design. You will work until 80%, not final. I have the design team to finish it. But you should point all the template in one CSS file.
By doing this project, you could not get/write your copyright and etc. You should not give hidden/complex script into it. I may able to copy and paste it into different website and duplicate it. However, I promised not to resell your work, so you should do that also.

Do not waste your time responding if you dont have any social network background. I need a "expert" in social networking, Like Facebook,Myspace, Twitter to complete my social network because my developer is no longer able to work, The site is written in .PHP you need to have knowledge of "friends list" Chat rooms" Media Players audio/Video. The site is 80% complete it needs a few bug fixes and some added modules such as rankings.
