I need a Drupal and PHP expert

I need a drupal and php expert to help set up a site that was once functioning. I took over this site and need someone to make sure it's working properly. At one time or another, all of the follow worked. They MAY STILL, but I need you to check. The following is what you'll need to make sure works:
1. Site must be set up with Paypal Recurring Fees using Ubercart
2. Site must upgrade paid users to a specific role automatically
3. Site must have a cron job to check users on a daily basis to make sure they are still paying the paypal subscription, if not, they are demoted to an "expired" role.
4. Site must take a non recurring paypal purchase for a specific product and upload a "credit" amount to a server. (This function has already been developed, I just need a drupal expert to make sure it's still working)
I will pay a maximum of $ 30 for this since most if not all of the functions are already working. I just need you to check to make sure they do. If you bid higher, I won't accept it.

1 such error is with my internal messaging system. They are supposed to send alerts to users emails and it only does so sometimes.
