Prepaid Phone Card Pin Number Generators

I currently sell prepaid phone cards in The Caribbean. I've been looking online for a Prepaid Phone Card Pin Number Generator but havent been able to find one. The phone cards use a total of 12 numbers in sets of four. For example a card pin number maybe 2933 2304 6056.
I know the pin numbers are suppose to be random, but i'm sure it cant be completely random. There must be some kind of code to help generate the numbers. I was wondering if any one out there has a Prepaid Phone Card Pin Number Generator or can develop one?
What happens right now is another company is producing their own pin numbers for the prepaid cards. We would like our generator to use the same formula if possible to create our pin numbers.
The question is if there is any way you can determine how their pin numbers are being generated using old pin numbers. I have over 100s of old pin numbers and cards.
I doubt that the other company pin numbers are 100% random. There must be some kind of formula used to generate the pins, and so can you analyze old pins to create new pins?
I'm also wondering if the generator you would produce be able to take some of the pin numbers I already have from old used cards and determine if there is any code or similarity used
