Needed PHP Script to create auto post in Wordpress using XML

Hello buddy! First of all thanks for taking interest in my bid.
Here is what I want from you:- Actually, I need a php script that can read xml files and create wordpress posts (including custom fields) automatically, with the content of each xml file.
In addition, the script has capability to download attached images, tags, or urls provided in XML file to be included in posts.
The script will allow for multiple XML feeds to be submitted by multiple people (each with their own user ID). The script should be run by cron periodically, checking for new XML files that have been uploaded, i.e. keep checking for updates - and will automatically update the word press posts as necessary.
My means to say that when the script detects a new instance, it should create a new wordpress post, using the structured data inside the xml file. When the script detects a change, it should update the post to reflect the change.
Once a wordpress post has been created the original xml file should be then moved to a sub-directory for archiving.
Before bidding kindly take a look at earthtimes dot org. This website is publishing different press releases automatically, i.e. whenever the remote site gets updated. Check its press release section for more details. I want to implement same function i.e. header,footer,author,logo,layout etc. of this website to my wordpress-based portal.
In addition, kindly tell me that have you perform such type of job in past or not, If yes, then kindly give the name of portal, which are presently using same technique. I will preferred experience providers, against newbies.

s that I need. it only allows me to select time or number of clicks. the time is set as a specific date rather than number of minutes. it only allows me to create 1 link at a time. restrict to ip is not an option.
