Photoshop photo editing epert needed for 2 images

Hi, I need an expert in photoshop. It's a complicated job.. not simple. Please don't bid if you are not an EXPERT in photoshop. I need someone to take a photo (taken using a 8 megapixel point and shoot in Jpeg format) and do some editing. The editing is significant. I need cars removed, sign added, and need some VERY REAL looking fencing added in the picture. If you can't do this (within 1 day) please don't bid.

I need a 'fence' around the perimiter.. like i show in the pic lot-fence. All it has to be is metal or wood stakes driven into the ground, with a rope through them... please make it look as real as possible. I also would like you to add the image of 'excel motors' sign to the back fence like the blue square in P...-fence pic. I also need you to delete the cars that are in the picture, so that it looks like it was taken on a different date.
the entire idea is to show that we have a simple rope fence around the marked parking spaces. I need it to look real. you can use any kind of rope as long as it is visible and looks real. same with the posts.
I need the cars to be changed.. with something similar.. in similar spots..

ssional, who can crop some persons of different images.. Images are very simple, has only about 1 or two color backgrounds, but i need to crop the persons as a free single PSD... clean and good cropped.
So you have to make photoshop work on it, just to crop persons in photoshop. (Photo editing)
