Derive missing values from National Data

I’m working on a project to derive the number of individual hospital procedures. I have nation-wide totals by various demographic segments (e.g., North/East/West/South, Metro/Rural, etc), as well as hospital specific data. However, there are a number of missing values that need filled in. The missing hospital value amounts will change based on it's overall % of different payers, e.g., medicare, private, etc.
OPEN THE INCLUDED EXCEL TO SEE THE PROBLEM.
I’m thinking it’s a proportionate value algorithm, but I’ve become too close to this project and can no longer see the forest through the trees. It has taken me weeks of data collection and manipulation to get it to this point.
My brain is mush and I need to double-check myself against another’s solution.
I’ve broken out one case for completion in Excel, and I need a formula created to derive the missing values (listed in yellow in excel).
This needs completed ASAP, so if you simply solve the spreadsheet and get it to me, the lowest reasonable price with the correct answer wins...
Note: many times throughout the year, I have a LOT of these type of projects and this is the first of these I've ever posted because I didn't ever think about using getafreelancer, so this could lead to a lot of these ongoing for the right person...speed and accuracy are important to me, so if you're accurate and can make my life easier, then it's faster and easier for me to use one person as the ongoing resource. Compile spreadsheet from website data
I need someone to extract data from a website and create a spreadsheet from this data.
The data is in the form of a blog for a daily talk radio show. There are 3 years worth of shows (2006-2008) and approximately 200 shows per year.
I would like each year in a separate file.

Import feature for data base,data base is having all fields required for sign up like name last name, post code etc,

the same applies to the up/down buttons, as well as the min/max properties.
Additional requirements:
- Must contain a boolean property called ListMode that when “true” will activate the list operation mode. If false, component must operate as a normal TSpinEdit.
- Must contain a TIntList property (from Gary Darby’s source code, will be provided) called List that will be populated by code.

SIMPLE Data entry in Excel from web data
ial details are pre-filled.
You only have to copy paste details from one webpage and fill the excel in phase 1. Once this is done, there is a web-search element to find some information on the web and add that to the initial page.
I need this to be done real quick, and the work is really simple. I simply do not have capacity to get it done. Pls bid if you can start ASAP and get it done within a few days.
