A Flash/Flex/XML/PHP site with admin panel

Hi everyone,
We have a client that wants almost exactly what is on this page http://www.orangeinvestments.com.mx/
The client, develops appartments, commercial buildings, office buildings, etc.
The client, wants a web page made in flash, but at the same time he wants to be able to change its content.
The client, wants to be able to display the current projects in witch they are working, with some description, photo galleries, and location over the internet (using a google maps picture), and also past projects with photo galleries, locations, contact forms (directed to the building administration).
The client also wants to display the services that they provide, their privacy politics etc. so we want to be able to create any page that the client wants with the administrator's panel.
We will provide the design (front end and back end) along with all the information we want in the web page, the site must be in English and Spanish; You will need to be a little creative with the button effects, and transition effects though we could discuss some ideas.
We will need some sort of tutorial on how to change the content and manage the web page, also we will need constant feedback in the development process, to see how things are going and be able to spot thing's that should not be or that should be different. We also want a time line of the process so that we can identify how much progress has been done, and how much is left.
We need a quote, an estimated delivery time, and please provide some of your portfolio that includes Flash/Flex or Flash/XML/PHP, and if possible an example of Administration panels (they don't have to be in flash).
Once we have the pre-approved quote we will provide every detail of the web-page so that you can provide an accurate quote.

four sections for services; on the homepage I would like a picture for each category, of course the images will relate to the respective service they represent.

making the flash site controllable with admin panel
hi.the project is making a totally or partly flash site with admin panel.the existing web site is www.dervisogluinsaat.com.tr.we will accept if the format looks same.however we will apprciate something looking better.
