We are looking to design a device which can output NTSC video to RCA Video Out.
Basically the PC will send streaming video (in any FORMAT as may be required by this device) over the PC firewire to this device. The bitstream will be 320x240 or 640x480, and up to 20 images per second.
The device shall provide RCA Video Output, possible S-Video as well.
We are looking to do MOST of the work on the PC, as this device should do very little, putting the horsepower and as much of the burden in processing on the PC.

Optimize Windows Pc
PC is running extremely slow. Need Windows ADMIN to login using TeamViewer or like program and optimize PC by removing unwanted resident programs, work with user to remove unwanted s/w, viruses, spyware and everything that is slowing the PC down. Very small project.

Ideally, the developer could also walk me through it in some sort of virtual environment; I am an experiential learner and will be much less of a pain in the butt post-project if I understand it before it's delivered. :)
And- if any one of my criteria is something that would put me way out of the price range, I've detailed, I want to know about it so we can explore alternatives. :)
