MS Access to Web based database

I currently have a fairly complex MS Access database that I use to track Issues, Returns and Sales of Magazines. I also use the database to forecast/project future supplies for each shop based on their history. Once forecasting is done for each magazine for each shop the data is amalgamated and an invoice created for each shop for all new supplies. Capturing of returned magazines is also entered into the database and a credit note generated. A text file is also generated for importing into our accounting software (Again the format is different in the various countries)
I also run a number of reports showing magazines credited, sales per title, sales per agent etc. The reports are printed on different printers and in different layouts in the various countries - I would like this facility to remain if possible.
I use the database in five different countries and have a few changes to each database to take into account different tax set-ups etc.
Whilst each country has different shops, we deliver the same magazines in each country as well as some magazines that are specific to only one country.
I would like a secure site that allows access to users by means of a username and password (which must be changed every 6 months at least). Also I need to be able to restrict users from different options on the site.
Whilst each country must be limited to their shops and data, I would like the option to compare data between countries if required. Also there must be the ability to add a new country to the database set-up in the future.
This is a very basic outline of what is required and I would like some educated guidance on what is and is not possible before I start. I would also like an idea of costs going forward for additional work in the future. A detailed requirement will be drawn up if all is possible.
Please also bear in mind that we are based in Africa and internet connections are on average around the 256Kb mark in some of the countries we are based in. I need to know if this will cause a problem to users. I will also need assurance that up to 15 users can work on the site concurrently without it slowing down or even crashing.
I have attached a blank copy of our current database for a brief idea of our current set-up. Lastly our current data (history) would have to be imported to the new web based database.
This is a long term project and time duration is not critical. I am prepared to work in stages over time to ensure everything is implemented gradually and properly if necessary. I am not looking for the best price but rather the best, and most informed, freelancer to work with long term.
I am more than willing to answer any questions and provide as much info as necessary.

Convert a small MS Access DB to web based php mysql DB
We have a small Microsoft Access 2010 database that we would like converting to web based PHP and MySQL the only tricky things I can think of in the DB is that it needs to generate PDF documents and send them to the customer and needs to send data to a web based calendar can be Google or other as long as we can sync this with outlook.

This involves numerous screens and reports. I think that PHP is the best approach, but will listen to any comments.

Import Data From Ms Access To Quickbooks

I assume IIF files will be generated from the MS app to load to Quickbooks.

Create an MS Access to XML system in Existing MS Access Proj
if you are able to create a simple mysql database, with simple software that can view that table and have some graphic interface + good search and will be able to synchronize our data with several websites - i would be glad to order such a work.

Patients who have not had a repeat for 7 years are deleted on 7 yr anniversay of last visit.
Needs to look releatively nice on intial screen but not a major source. Will be used on individual computer.
