A service provider - client website with data storage option

Dear Bidders,
I need a website which could help me run my business by streamlining the key processes such as service provider-client business interactions such as maintaining a data generated out of some business action.I need a website which can store the data for example.if a person say 'X' has done a business through our service ,we would generate a ticket number for each interaction..so the service provider say 'Y' has brought 'X' some business worth 100$ ...it shud be recorded against a ticket number say EBT2233..so after 30 days both the persons(X & Y) should be able to calculate the total business done through this channel.This entire process should be made very simple and user friendly.The website should also have a facility of transfering the money directly to the srvice providers('Y') account from Clients account('X').Im very specific about the colors that would be used in the website.I have a logo to be made in my mind.It as well have to be made.I want some one who can make a vibrant website fufilling the given task.I also need space for displaying google ads and banners.If you have any doubts regarding the task of the website i can elaborate over it.The website to be made with in a certain deadline.
