Online Login Service -Satelite TV to PC type Clone

I'm looking for similar software which will allow me to link thousands of channels I've collected like movie6.net, joox.com, joost, tv channels, megavideo, Fnuz.com, etc (I'll provide the full list of active sites to be linked to the winning bidder) just like this software which has a nice front end just like seen in this software http://supertv.365funnyvideos.com called Satelite TV for PC Elite.
Very nice quality and a button that allows you to view the users favorite channels in thumb nail mode. Go to http://supertv.365funnyvideos.com/ and about half way down you'll see what I mean when you go to it, it has about a dozen or so active viewable movies or tv stations live and if clicked by a registered member (so each registred member gets to customize the way they want their favorite channel guide appears) and when clicked, you can watch in full mode.
Just like this site, I want to resell the software as a one time fee and whomever I award the job to has to agree to exclusitivity and that they won't resell it to others once made.
Let me be clear I don't want a clone and am only using this site software as an example of what I'm wanting. I want a completely different GUI, control panel and programmable admin that allows me to link new sites as they are found to the channel guide and remove them as they become broken. I also want a button on each page for users to "report" via email support channels that are down. The user should have parental control ability which is password protected if they let their family watch the site. The admin should have the ability to warn me if more than one login is reaccuring simotaniously so I know if someone is passing out a customer code. A Ban button for any code needs to be in the admin so that if I see certain abuse like my catching certain individuals passing out their login password to more than one person.
I'd set this up to be a one time fee only as long as we can program this to feed with little or no bandwidth through my system.
THIS IS A QUESTION FOR YOU THE PROGRAMMER WHERE I NEED ADDITIONAL ADVICE:
If I'm "Not" hosting the videos and it's my site that just acts as a linking divice to view the videos, would this run my bandwidth through the roof or not use my bandwidth at all? If simply linking live feeds from other sites through our online site means my bandwidth would be outragious, than I will want bids for "Distributable Software" so it links all sites to each individual computer and if this is the case, updates need to be allowed so my constant review of sites which feed these images are watched for when they are down or if new need to be added. From within the admin I want a toggle switch like a red light / green light button much like OSC uses making the link viewable or not to the end user.
Let's talk about my options here and be accurate on your bid and time frame to do the job. I'm a outsource project manager in the USA and Canada and come up with several jobs weekly so if you are exceptionally good and have a good price bid, I'll keep you busy with more work.

P.S. On this job, I'm unsure of what type of programming would be used so I just clicked a few I thought might be optional but what ever type of programming you feel is best is fine. I'm running a Linux system on a VPS Server that supports things like the latest MySQL, PHP, and such.

I also want to point out that while I obviously understand not all channels will be top of the line, well known, I do want most of the well known channels added, since I need to make sure this alternative will be more appealing than a normal Satelite TV.

nels after downloading and installing the software on user's PC. It should rely on Internet connection only. If you have it already done with source code it's perfect, but will need some changes for re-branding the software under my requirements. Also, as you understand I need full source code with the software as well as resell rights. This should be a competent person ONLY who bids on the project.
