convert psd into valid xhtml/css 100% editable

Hi Gaf Members!
I have one project, I have one psd and I want to convert it into valid xhtml/css, please see a small screenshot which is attached.
The xhtml/css should be 100% Valid and Table less.
Less amount bid have more chance to win this project, after this I have many inside pages of this home page (see attachment) and have many other psds need to be converted into xhtml/css.
