iphone & Windows Mobile GPS Tracking App

I want two versions of a GPS tracking app. One version for iphone and one version for Windows Mobile. Once the app is started I want it to run all of the time and send GPS postion info to an IP address and port on my server. Each GPS postion sent back to the server needs to include Lat/Lon, speed, direction, GPS satellite fix quality (how many sats are locked on)and date/time in UTC. NMEA is OK. I want to be able to change the sending frequency of each GPS position for example 1 minute, 2 minutes etc.
The app needs to require a password to start it and stop it running. If the app is running and the phone is turned off I want the app to auto start when the phone is powered back up. If the phone is out of 3G coverage(no signal) I want the positions to be stored on the phone until it is back into signal coverage and then send the stored positions.
Once this project is completed I have lots more projects coming up. Must be an experienced developer for iphone and Windows Mobile and have proven completed projects to show me. Thanks, Paul.
