GPS or GSM tracker

I am looking for someone who could build me a cheap GSM or GPS tracker. I want the tracker to be fitted with a SIM card so that i can locate it using online webservices such childlocate or people locator. I would like to know if the tracker could be fitted with a vibration or tilt sensor so that i receive a text when moved.
If i find someone to build one of them at an affordable price, i will probably order more as i already have clients in view to buy them.
Don't know if a RF transmitter could be fitted in the tracker so it could be located if concealed.

he script should work with GPS from well known GPS makers e.g. Garmin, Tom Tom, etc and GSM phones.
This is just a small part of the project and would be a proof of concept. If it is successful then I'll award the second part of the project which I'll explain later.

Gps Tracking Software In Php
ports such as speed, route, distance covered, halt, geofence, speed violation alerts etc. Another function this should do is to facilitate online location mapping on Google Maps, with place names displays on click. This also should have the facility to see playback and provision to set geofence.
