There is an Open Source Pre-Configured Joomla Server that comes with 15 pre-integrated components to be used as a baseline to build and deploy this site. Please download the server from Sourceforge to do deployment and view document.

The Advanced Search will have a linked list feature so that selecting a parent item loads the list of children, and then sub-children etc. This will need to be a list of 4 items and based on an XML document. The ability for a user to set their region, city, postal code/zip. The Module would then store that as a cookie and be able to customize the site accordingly.
You will provide a selector to choose your location
You will put an example of using the a menu link to send to proper URL based on region. For example: that if you are set to region belonging to the West, then navigate to the WESTURL.
You will provide a simple Click through image maps to select the proper region/city

I have successfully tested a program to handle the sync between my on-site mssql 2008 R2 and the Mysql webserver.
Alternatively some code to be written to query the data when called.
