PHP script multiple domain parking network solution

We are installing a php/mysql based script on main domain www.site1.com. We would like to have multiple domain names parked to the same site, each domain name will be able to put customized content to some pre-defined blocks on the site1. For example, Site1 will be have block1, block2, block3 that will allow insertion of some HTML/Javascript codes from parked domains. For example, park2.com or park3.com are parked domain names. When park2.com is accessed from the web, it will show basically the same site as site1.com, except that park2.com has some customized content (such as javascript ad codes) in the blocks set by site1.com. Same with park3.com, etc.
You will need to
1. modify the PHP script to create the blocks. The script is create using Smarty templates. You need to be family with it, in addition to PHP/MySQL
2. Create web interface for parked domains to enter their custom codes. For example, park2.com or park3.com will need to login (with login/password management), choose a template (site1 has multiple templates), and then enter their custom codes for block1, block2, block3...
3. When park2.com is accessed, all links on the site will show url as park2.com... You need to make this possible through network configuration, if needed. I need it to potentially create unlimited parked domain account.
I am not sure if a dedicated server is needed for this to work. All I can do is to provide the script. You will need to have your own dedicated server to develop/test the solution and present me a working solution before I accept your work.
We will need to maintain constant contact through web messenger, for testing purpose and I will answer any questions you may have when developing the solution.
when submitting a bid, please give me some insight what and how you plan to do the job. Do not just give me general info. about your company.
