Need a High-end flash website designer! For 2 sites- ASAP!

I need a experienced FLASH website designer to create 2 company websites. Both sites need to have the WOW factor in them and be highly interactive and have advanced graphics. These need to be web 2.0 newer style designs and buttons. All text and company logos will be provided. I need both sites done within 10-14 days, if you can't do both sites in that time frame please don't bid.

1) Insurance website- This site needs to have a interactive flash header and have a lot of flash throughout the site to make it more interactive for the customers to get them involved. It also needs to have some nice web 2.0 buttons. The site needs to be a combination of flash, html, and css for better SEO. This site needs to have a very professional high-end look to it. This site also needs to have 4 small working forms integrated into it. It will need 5 regular pages with text which I will provide you plus the 4 pages with separate forms for different services.

2) Bailbond Website- This needs to be a WOW designed site all in flash. This site will be around 5-7 pages. This site must be designed for show- highly interactive and flashy. I have a theme that I could share with the person I hire.

I have a very small budget for this job- though I'm starting a new ecommerce company and will be looking for a flash designer in the very near future so if you can take this job and wow me with your work I will hire you for other freelance work at my company.
