Setting up a flash streaming server/ Stream authentication / Design flash player for a LIVE STREAM (flash)

Hello Freelancers,
Purpose : to show a live flash stream on a ppv website
I have the following already :
1. A windows 2003 enterprise server with 100 MBPS connectivity
2. A TV card and the video source
3. A web server
The coder should:
1. Have the ability to convert my server into a flash media server so, I can publish a LIVE flash stream for my subscribers
2. Be very knowledgable of Flash Streaming
3. Design a flash player according to my requirements (however, I need the live streaming server configured first.)
4. Set up user authentication for this live flash stream so, the live stream can not be leeched.
Please note that the media which is streamed is LIVE.
If I'm required to purchase any available program for for the streaming server, I will do this at my cost.
I need a professional job done. This is a serious project, so serious bidders only! I need this job completed with in 15 days.

Replace a Red5 server 0.7.0 by an Adobe Flash Streaming Server 3.0 for live stream application
Flash player is written with Action Script 3.0 and the website was developed with J2EE and a Struts2 framework.

See attached base-layout.jpg for layout draft. The Flash application pixel size will be probably smaller (eg 640x360 px). I've grayed-out not needed parts, please ignore them.

High Scalability Streaming Server
is extremely important that the end to end latency of the stream is constant and below 5 seconds. The video quality has to be sharp without pixilation or green blocks or other common artefacts that can result from poor transcoding. As audio is not transcoded at all its quality too must not change over the air. Any quality issue can be logged as a bug at the appropriate priority.
