New Index page of existing site in html or Php

Existing site www.beau-paris.com requires a new index page, with a brand new design (1 page only).
The new design should be a CSS based one, using no <table> and as compatible as possible to the W3C guidelines.
The CSS file and javascript file (if any) should be external files and referred to form the page. All these points will be checked.
The content of the new page should use the following structure:

That gives you an idea of the text content and you can use a few of these pictures for the design & graphics... but you have full freedom to make any suggestion. It has to be light, colorful, and look professional.

wn menus in the members and non-members area, allowing that they are SPRY Framework menus created using Adobe Dreamweaver. I'd like to be able to continue this method.
