I have a php/mysql website right now that plots a number of locations on a google map

I need someone to create a mobile version of this site

When bidding please let me know how you plan on doing following in pmb:
How will you automatically redirect a mobile user to the mobile site instead of the regular site?
How will you make site location aware (needs to tell people the closeset store to someone's current position)?
How will you make site load quickly on slow connection of mobile device even though it uses google maps? Is there an alternative that could be used other than google maps?
