Ebay Template + Top Header Design

The project requires a simple HTML Ebay template + top banner design

Requirements:
Theme should be dark with the dominant color black or very dark gray (see link #1)
The two complimentary colors should be white/very light gray and red
The theme is cars, and will be used to sell cars, and should reflect that spirit (see the attached mockup)
Should look professional and reflect modern web designs (see link #3)
Page sections should have titles contrasting well with the section bodies
For the top banner (see attached mockup):
A silloute/outline of a car should be visible behind the company name (see link #2)
Two superimposed sports cars should be visible (link #1)
An area for a fairly large phone number (link #3)
An area for contant info, phone, email, & address
All text should be HTML, except on logo or when non standard font is necessary
All fonts should be without serifs, ie arial, tahoma, verdana, etc...
Should fit minimum of 1024px width resolution without horizontal scrollbars
For higher resolutions, the content block should be centered horizontally
This is an ebay ad, so all HTML & CSS need to be in one page (ie no separate css files)
Please avoid tables for layout when possible, DIVs + CSS desirable
Must work in IE6, IE7, and Firefox 3, don't care about other browsers
IE6 should look very similar without major rendering issues (ie gracefull degradation)
The images used should be royalty free
I will need the HTML + Images + the PSD file
Process:
I will need 2-3 very quick drafts of proposed designs (screenshots ok)
These will be presented to client for final design selection
Once a draft is selected the rest of the design should be finalized
Bidders:
I will need to see your previous work, either your own portfolio site or screenshots of work you have done
You should be proficient with Photoshop + HTML + CSS
Please also provide your timezone, I am on Pacific Standard Time

The products we are selling will be motorised vehicles such as ATV's, dirtbikes, pocket bikes etc. so the template should be themed accordingly, also, these products require many pictures in the template, so provision should be made for this also.
