Website (and Logo) Design for a Social News Community

I need a web design for a social community which deals with news in finance, politics, sports, and entertainment.
The web site is written in ASP.NET/C# (with Microsoft Visual Studio). Individual pages are based on a master page. A basic knowledge of this development platform would be beneficial. I would like you to incorporate the basic design into the master page as well as at least one individual page (especially the homepage).
I came up with a simple design by myself. Although I am satisfied with the basic layout, there is room for improvement as I am a software developer and not a designer. Therefore, I would like to have both an improvement upon this existing layout as well as 1 or 2 alternatives.
The nature of the website is such that users will visit it regularly and for longer periods of time per visit. Therefore, the design must not have any aggressive color schemes or other obstacles to a pleasant and efficient user experience.
The style needs to appeal to a heterogeneous user base as the website targets more than one group and deals with various subjects. The challenge is to create a design that is "neutral" in this sense and yet makes a lasting impression.
The design should, of course, be as compatible as possible (especially to IE, Firefox, and Opera). It must not depend on any plugins like Flash and needs to load as quickly as possible.
The service provider needs either positive ratings on GAF and/or a portfolio and/or other recommendations.
I also need a logo. You can either bid on the web design only or the design plus the logo.
