Joomla expert needed for computer tech website

Note: This project will start in about 5 days.
For the creation of a new website, mycomputerguide.net, I need a Joomla (my preference) or Smarty expert.
The data for the site will be gathered in the next days.

Contains computer manuals in HTML. Should be organized in a directory format.

Furthermore, there is a webmaster program. Webmasters can exchange links by first putting our button on their website (then there is a check if the button is really on their site) and then they can upload their button with url and link description, or only a link if they don't have a button and the button will be displayed randomly at the bottom of the page, all buttons and links will be displayed on the Affiliates page.
Please check the attached design to get a proper idea of the project.
If done well, the provider will receive a bonus and additional work in the future.

to get her going with a decent website but I don't know Joomla and I'm not a web designer.
Keep in mind, any modules or extensions added we might need a little training on how to use it or at the very least some documentation. I will cover any cost for additional modules or extensions of course.

Joomla Expert Needed For Teaching And Tweaks
I need a Joomla EXPERT to help me learn many things about my site, where to find particular pieces of code so I can change them. So this project is mostly about teaching me, and answering my questions. There may be a few points where I ask you to adjust something on the site, like disable the google maps api (don't need it active). You'll need skype for this project, and it will require about 1 hour per day for 5 days (US/Central time 08:45-09:45).

We need the ability to serve banners on the website. I need the function to log in on the front end and add video's, images, articles, banners.
We should be able to add menu's/sections. The site also needs a functioning blog section which I believe the programmer started.

tly after it was restored from a backup..the urls (htaccess/artio component) started causing issues..so most of the urls that search engines cached have stopped working..I need to fix this immediately..
2) The website is of an old version..may be 1.12..need to upgrade the site plus components to latest version..
