If you use a pre made Job portal script the way it functions may have to be highly customized
Site should have good search functions using Australian and New Zealand postcodes and States
There are many additional little features, the owner wants such things as somewhere people can print off their work wanted ads in a template. Different forms of paid advertising (paid with PayPal). Somewhere people can share their work and craft ideas, maybe where they can sell ebooks and upload their self help videos.
Quotes can be given without ebook selling functions or video hosting, as the owner said he is happy to pay extra for this later.
Site should have a good user management system with very good custom made communication functions between users
