This install should not need a GUI to run. It should run as a service. The service should probe the GPS every 5 seconds and update to the database with its coordinates.

Collect RSS feed and store in a mysql database
a cron job so it needs to update the database without duplicating news stories, the developer will also need to provide the sql stucture so that i can simply paste it in to my database.
I know this isn't a difficult job for an experienced developer and in fact somebody may already have a similar script already developed.
