n your cgi-bin directory something like /metatag-analyzer.
Upload everything in the same context to your /cgi-bin/metatag-analyzer directory.
Upload everything in ASCII mode (be sure of that other why the script is not working)
Note : For the Windows users. Auto detect is many times not good working.

Chmod the /metatag-analyzer directory to 755.
Chmod the /metatag-analyzer/templates directory to 755.
Chmod the /meta.pl file to 755.
