I need a custom RADIUS server on Win32 platforum that can do 2-factor authentication. For 2-factor authentication, the RADIUS server must also be able to act as a RADIUS PROXY. See this diagram - http://publib.boulder.ibm.com/infocenter/wsphelp/topic/com.ibm.wesm.doc/dm13g072.gif
An installer and a GUI app must be provided for configuration.

I have used coova-chilli AAP and freeradius to setup a small hotspot . So I am fully aware of the technical details. I have a linksys box which i can test your solutions.
