I need an affiliate program for my website here:

The Cron job is not set up right now, so no e-mails will be sent out to you.
The site allows users to save eB*ay searches so when an item is listed on eB*ay matching their search criteria, they will receive an e-mail to let them know.
When someone purchases something by clicking one of my affiliate links either on my website or in the e-mails that are sent out, I receive an affiliate commission from eB*ay.
I would like to share these commissions with my own affiliates - people who send traffic to my website.
It would be impossible for me to keep track of however, unless I use eB*ay's own affiliate system to do so(if this is not correct, and you have a different way of doing it, let me know). So, my idea is that each time an affiliate signs up to my website, a new campaign is automatically created in my eB*ay partner network account (eB*ay's affiliate program).
In this way, all commissions that are from this campaign ID will be credited to that particular affiliate.
From there, commissions that are credited to that member must be split between that member and myself. I would like to be able to configure that, I mean what percentage I get and what percentage they get.
If SSL should be used when the script communicates with my eBay partner network account, let me know.
I would then need all of the usual functions an affiliate script would come with. Such as according to my affiliates the number of clicks they have had on their affiliate links load on my website itself and in e-mails that are sent out, etc. etc. etc.
Hopefully that above can be understood. Now, I want the affiliate program to be a two-tier (2 level)program. So, when an affiliate(#1) refers somebody to my website who then also becomes an affiliate(#2), affiliate #1 earns part of the affiliate commission of affiliate #2.

I'm guessing that it would be cheaper and quicker if I would purchase one of these scripts and then have you modify it to communicate with my eB*ay partner network affiliate account as described above.

If necessary, I may purchase the affiliate script at osiaffiliate.com Or qualityunit.com/postaffiliatepro, but I was hoping to find a two tiered affiliate script for around $ 50 or less. There may even be open source solutions.

I have invited a couple of different coders to bid on this project, so they will be preferred by me, but they may not have the time to get this done quickly. If that is the case, then it is wide open.
In addition to the description above, I need the DNS configured correctly for my domain name on a VPS account using Webadmin for the control panel. I think you use bind9 or something like that.
I also need a Cron job set up, that is probably a five-minute job for a good coder.
When bidding, let me know how much work your bid covers.
