USB device driver (keep Windows from changing default device)

I need a program or driver that solves a problem we have when using our USB microphones with Windows 2000/XP/Vista.
When the USB microphone is plugged into a port, Windows automatically changes the default playback and record device. We need to keep this from happening. When Windows changes the default playback audio device to the USB microphone, there is no sound now for the computer (since the mic is just a mic, not speakers or a headset).
There could be multiple ways of solving this such as something as simply as adding entries to the registry that instruct/block Windows from changing the default audio devices when this specific device is plugged in. Or, it could be a program that does this or perhaps a driver (inf) file. Not sure, that's why I need you!
This will be for end-users when they purchase and then install our microphones so please take into consideration that it must work and be tested on multiple configurations (sound cards, systems, etc...)
Please let me know if you have experience in this area and can fix this. Please do not bid if you are unsure. We need this asap.

Need a driver or software written so our USB microphones install properly. Currently, when a mic is plugged into a USB port, the output audio device (found in the Control Panel) in Windows changes to the microphone. It should not do this so we need software that can be installed that will keep Windows from changing the default output audio device (soundcard) to the microphone. The microphone should still change the input device (recording device) however.

Currently when we connect the USB reader to the WinCE workstation it takes over 15 seconds to receive the 800 character HEX string using the native USB keyboard driver. On standard windows workstation it takes under 2 seconds to read in the HEX string. Note: we do not have access to the BSP. The MSR device is third party with no drivers supplied but we do have a Vendor ID and Product ID, for the HID.
