Construction of pages and database tables for PHP/mySQL website, to specific brief

I need someone who is good and quick with HTML/PHP and mySQL to put together the databases and management pages for a website. I know pretty much exactly what I need, and know enough about website and database design to be able to supply a detailed brief. There will be no actual graphical page design involved (just some simple stylesheets will suffice, so the design can be done later).
One aspect of the site that will be an important consideration will be working with Google Maps - I need someone who is familiar with this; dynamically plotting points, different types of map pointers, etc.
Rather than try and put a price on the total project (which will be difficult, as for sure it is going to expand!), I would like to pay an hourly rate. I suspect it is going to be somewhere in the region of 50-100 hours of work.
The site will be built on a linux server; I will give direct access to mySQL database (via a webmin control panel) and FTP access to the site.
The site itself is for organising and running a canoe touring business, although no knowledge of canoeing will be required for this project!
