Windows - USB Website Login Application

I need a desktop application that auto-fills a form field on a website. The application will fill out an encryption key on a single specific intranet website.
Ideally I would like the app to run from a USB drive, but a very light desktop application,or a combination of the two would be acceptable as well.
It basically needs to work like Roboform or another password management utility, but will only be used for this single field of a single website.
Additionally, the data contained in the app needs to be encrypted with no reasonable way to gain the key from the drive alone. This may require the combination of a desktop app and a USB app as suggested above. I also need the ability to manage the key in individual installations, and need the ability to install the app on different devices / computers / etc.... All of the computers that we use are Windows XP, and the website that these would be accessing is running linux, and php.
Hopefully this is enough info to get an idea of what I am looking for. Let me know if you need any clarification. I don't have a good idea of what the cost of making something like this would run (i'm in the web dev business), so if I'm way off, please comment in what it would actually take to get this done.

e register option is not something that can be done with thoes specifications, a pre-populated database with all the user names with permission is fine as well.
I don't care what language or software is used as long as I am able to create/manage the accounts after the fact.
I have using "Godaddy.com" as my hosting client for the website on an economy hosting plan.
