Symbian or Windows Mobile App to make a call and play a file

We need an application developed either or Windows mobile or Symbian for making a call to a number and playing a file stored on the phone on the call. Thats it. No great UI is needed. Just basic functionality to first enter a file location in the application and then place a call. On connecting the application should play the file on the call.

Simple windows mobile app
I need a simple windows mobile app. When user clicks on app, it simply loads a mobile website, but the browser must be without browser bar (so that the user does not see right away that this is actually a website).

How much is this complicated and expensive for me? it's a small local project for a charity and I need it to be done in the next three months, but I am just not sure is it affordable, depending of the sum of the bandwith needed for operating this kind of app, and that is variable costs. What about your fixed costs for creating this apps and website with the interface to upload this .txt and .jpeg...?
