Video / Flash Ads for a Community Website

We are in the process of launching a community-based Web site in about a month's time and would like to create video ads for different sections of the website for example, music, dance photography home and lifestyle etc.
This should be a high-intensity, flash-based ads that will help us market on all the major bookmarking sites as well is on youtube.
Initially, I would like to accept bids for two videos, and have those done. Based on the quality of work, we need to get a total of at least 15 videos , which will be made for promotion.
After receiving the bids, I will send a sample video to the shortlisted bidders, to give them an idea of the kind of work We are looking for. The video has to be at least a minute long.
I would also appreciate, if some sample work could be sent to me, so that I can get a better understanding of your quality of work.
To the shortlisted bidders, I shall also send the website address, to get an understanding of the community. We would be marketing.
For each video, my max budget would be $ 20-$ 25.
EVEN IF THE ADS WOULD BE FLASH, THEY HAVE TO BE DELIVERED AS HIGH QUALITY VIDEOS.
