PTC Website similar to NeoBux with Customizations

Hello. We need a Paid-to-Click (PTC) website very similar to the NeoBux website including ALL features, front-end and back-end (including auto Cashout to AlertPay), plus various customizations. Please familiarize yourself with all aspects of NeoBux and THEN pm us for a list of customizations we need, after which you can add your bid for this project.
We have a template design 85% done, so no design work is necessary; please take this into account when bidding. We do require help in formatting, the site has been designed using FrontPage and Layers and looks fine in 1280x1024, but is off centered in other resolutions. I believe a CSS style sheet is required. Site must look exactly like the template in all resolutions 640x480 up to 1600x1200, both in IE/Fire Fox and other popular browsers. We will point you to our work-in-progress website where you can see the template in the pm.
Security is a must, no back doors, must be as hacker proof as possible. DDOS protection. 256Bit SSL secured (We have a private SSL) Must be able to track members trying to cheat the system via Proxy or other known methods of cheating, and need examples of how to detect cheaters. Any extras you can add in terms of making the website more secure for both us and our members will undoubtedly secure your bid. Any tricks of making the site load optimally at lower bandwidth are also desired.
