iPhone/iTouch Development using Mobile Safari

We are looking to begin work on an immediate project, and also to develop a long term relationship with a programmer who has expertise in developing web-based applications designed specifically for the iTouch/iPhone using Mobile Safari. We are not looking to use the Apple iPhone SDK, we are exclusively looking to create web-based applications for the iPhone/iTouch. Some similar applications to what we want to create (in look and feel only) are at www.pickleview.com and www.fumbleview.com.
The programmer we are looking for should have specific expertise in leveraging the mobile safari browsers features/functions. Specifically we want to leverage functions like button-overlays (as found in www.pickleview.com). Our backend development for the iPhone/iTouch is Microsoft based, but you should also have some expertise in php/linux/MySQL for coding back-end database calls which will be used by the application. Therefore a broad set of development skills is beneficial.
We have had some very bad luck with outsourcing development, so in order to alleviate this risk for us, the payment structure will need to be based on specific deliverable dates. Once we agree on the specific scope of work, and related completion dates, payments will only be issued upon reaching these dates, and reaching them on-time. If dates are missed, there will need to be financial penalties that we will both agree upon up front. If this is not acceptable to you, then please do not bid on our project.

I need an iOS web browser coded with a UIWebView in a view controller. The web browser must have the following components:

Mobile Joomla not working properly in Safari Browser
Using Mobile Joomla component. Need someone to fix this problem. Using it mainly for Iphone.
IE, and Firefox works. But Safari doesn't load the site all the way and the links don't work. Also need Iphone menus configured.
