Windows program/service that monitors when MSN Messenger users go online-offline by moncucco

I would a Windows program, to be executed as a service, that monitors MSN Messenger users using my MSN Messenger account and send me an email when specified users go online or rather offline.
The "email address" must be personalizable and must support multiple addresses.
When I am using MSN Messenger, if continuing the check is not possible, the service must suspend and must restart automatically or, if this automation is not possible, by means of a command that I send via an email sent to a given POP3 account.
Payment via escrow.

It is preffered that the admin part is online, but a downloadable program may be accepted (please include in project bid if you are using downloadable program)

Custom Php Script / Phpbb Fix
on exactly the way it does now except allows everyone to see the forums. I don't want a different registration system or have to manage 2 registration systems to make this work. I like they way it works now. I just need you to figure out why and fix the issue with not everyone seeing all the forums.
I prefer to work with someone that can use msn messenger so that we can communicate better.
I believe the site uses phpbb3 but I am not for sure.

Msn Messenger XMPP connection
l use XMPP to login.
- The bot should login automaticly without needing someone to enter any login information. It should login as the linux server restarts.
- The bot should get online list
- The bot should send a message to any online person.
- The bot should not have any timeouts. It should ping itself or do anything else to prevent its timeout.
- Only the php and javascript should be used.
Need it in 3-5 days.
