I'd like someone with experience to design a robust web-program and database with two main functions. An employer will be able to fill out a form and post a job to the server. A prospective hire will be able to search for and find that job on the website. I already have a webserver with mysql, as well as a php-based user login system. I need the design to be elegant, fast, and functional.

If done well, this could result in a $ 30/hr or more job placement.

Example of Usage of the tool

I'll give you a example. I have a restaurant. Every monday I define my menue of the day for the week. Then I want to add this into the tool, so that every day - let's say at 10am a tweet will be send to our follower with the menue of the day. So I do not have to send it every by my own - the tool will do it.
