SMS enabled job site by aceacer

We are looking to create a job site. But it is not a typical job, its more of a database of jobs in a particular sector (About 5000 jobs) which people can input or retreive via SMS. All we do is send the information to the candidates via SMS and our work is done, they contact the employers directly.
The website will be quite simple, we aleady have somebody to design the website. What we need is somebody who can create the necessary scripts, interface and a small database for this SMS thing to work.
I know PHP quite well and I will be assisting you and we will be using a third party company which provides an SMS to HTTP gateway. I dont think this will be a very difficult project to achieve because there is not a lot to do but if someone has experience in doing something similar, we would give them preference.

We know for example this side bar should look similar to ones in technorati.com etc. Most important things are the programming & structuring of the site, Regarding the traffic tracking application, we do not want any costly traffic tracking software, basic software will do, even open source software, as long it is able to perform the 2 tasks we specified above.
